Development Profile

Land at Winchester Road, Whitchurch

This site is being presented as part of the Whitchurch Neighbourhood Plan process.

The scheme includes plots for upto 100 homes and significant community infrastructure, which includes a bus drop-off for the Testbourne Community School, new sports pitches with changing facilities/community hall, informal open space and area of play. Discussions about the development of this site have been undertaken with the Neighbourhood Plan Steering Group and representatives of Testbourne Community School. These draft proposals have been prepared as part of the Whitchurch Neighbourhood Plan preparation process to identify how the site could be developed to meet the settlement's housing requirement in the Local Plan and deliver significant community benefit.

These proposals represent a one-off opportunity to deliver new community benefits for Whitchurch, facilitated by new housing development, on a sustainable site that is well related to the settlement and outside of the Area of Outstanding Natural Beauty (AONB).

Above you will see a link for the presentation board and brochure that were displayed at the Whitchurch Neighbourhood Plan consultation event.

We are currently awaiting feedback form the Neighbourhood plan event and this will inform how we progress these proposals.  We will provide a further update as soon as possible.

Following continued discussions with the Whitchurch Neighbourhood Plan Steering Committee, Barratt and David Wilson Homes (BDWH) is bringing forward proposals for a residential development on land off Winchester Road, Whitchurch.

The proposals comprise 100 homes, including 40 affordable units, new starter homes and a number of bungalows. In addition, the plans would deliver a dedicated bus drop-off area for Testbourne Community School and contributions towards new sports facilities

Over the last few months, BDWH has been in discussions with the Neighbourhood Plan Steering Committee to bring the scheme forward through the emerging Neighbourhood Plan process.

However, following the emergence of a recent planning application for new housing on land off Evingar Road, BDWH felt that there was no option but to consult the local community now on the proposals with a view to submitting a planning application. Notwithstanding this, BDWH remains committed to continuing discussions with the Neighbourhood Plan Steering Committee as the scheme progresses.

Proposals for a 200-home development were originally presented to the local community during a consultation undertaken last year for the Whitchurch Neighbourhood Plan. BDWH have listened to feedback raised during that process and have, in response, reduced the number of proposed dwellings on the site by 50% and the remainder of land previously put forward in the original proposed scheme will be retained by the landowner in its current use rather than come forward for development.

A public exhibition was held on Thursday 24 September between 1.30pm to 7.30pm at Whitchurch Parish Hall.
